Dear Chamber Members,

After months of negotiations and delayed deadlines, New York’s FY 2026-27 State Budget has finally been adopted. While budget season often creates uncertainty for employers, this year’s final agreement includes several provisions that the business community has advocated for throughout the process.

Progress Worth Noting – Through our partnership with organizations such as The Business Council of New York State and Upstate United, we have closely followed budget negotiations and their potential impact on employers across our region. Many of the priorities outlined in The Public Policy Institute of New York’s Blueprint for New York: Creating a Roadmap for Change found their way into the final budget. The adopted plan avoids significant new business tax increases, includes reforms to streamline portions of the environmental review process, and takes steps to reduce regulatory burdens that can slow economic growth and investment. While no budget is perfect, these actions represent meaningful movement toward creating a more competitive business climate in New York.

The Work Continues – While the budget process has concluded, the legislative session is far from over. Numerous policy proposals that could impact employers, workforce development, energy costs, and economic competitiveness remain under consideration in Albany. The Greater Utica Chamber will continue working alongside our state and local partners to monitor legislation, advocate for policies that support business growth, and ensure that the voices of employers in our region are represented.
